Five-second answer
Official: attacks never consume stamina. Stamina is reserved for defensive actions such as dodging. Skills operate on cooldowns rather than consuming that defensive resource.
Observe
Enter an encounter looking for the first reliable tell rather than forcing damage. Separate wind-up, active threat, and recovery.
Defend with purpose
Because defensive actions draw on stamina, a successful defensive response can still be a poor trade if it leaves no answer for the follow-up. Attacking does not create that stamina cost.
Commit inside the window
Cooldown-based skills should solve a moment: secure a punish, stabilize space, or convert a stagger. Avoid using them only because the icon is ready.
